The Simplex of Urbanism emerged in the form of Decree-Law No. 10/2024, of January 8, which promotes the reform and simplification of licensing in the areas of urbanism, spatial planning and industry.
The diploma is part of the More Housing program. One of the changes in relation to Simplex is the elimination of the need for urban licensing. For example, in projects to increase the number of floors of a building, licensing will not be necessary as long as the façade of the building remains unchanged.
There are significant adjustments to the Legal Regime for Urbanization and Building (RJUE), the General Regulation of Urban Buildings (RGEU) and the purchase and sale of real estate. These adjustments will have a major impact on the real estate market, as they will create greater momentum in the market and, consequently, increase the supply of housing.
Along with Simplex, an Electronic Platform for Urban Procedures will be created, which as of January 5, 2026 will be mandatory for municipalities.
However, some of the new measures came into force on 1 January 2024, others will come into force in March of the same year.
